According to my husband, who is an environmental engineer in water treatment, the "Starkregensimulation" would refer to stormwater simulations, in which one is testing the meteorological data (how much water, how fast), geological data (impact on various soils: runoff vs percolation vs erosion), how the runoff affects vegetation it is spilling over, what type of soil contaminants the runoff picks up, how these affect local plants and water systems, and how all of this affects surface and ground water systems.
From the usage it is unclear as to whether the water is coming from parking lots, urban/suburban housing, or a (protected/non-protected) watershed area. However, stormwater simulation problems are run for all of these possibilities. |

Google.de does not know such a word! I suspect either it is a very specific word and there is a counterpart in English which is commonly used only by experts. However the sentence in German is basically saying a strong rainfall simulation is being undertaken and the current drain arrangement (system) is being tested or analysed in different test areas.
