Thank you, everyone, for your help. I'm going to go with "designated under the High Performance Program of the JOC." Steven's link to the English report mentions the JOC's High Performance Program, and I think this fits with "強化." This also seems to be a commonly used name for various sports programs, including those specifically for the Olympics. (On the USA Taekwondo website they call theirs a "Developmental/High Performance Program.")
