I understand this to be a customer service line for the general public. I'm wondering if there's a more concise way of phrasing this though. I'm trying to avoid using the word "Citizen", as "Citizen's Advice" has quite a specific connotation in UK English.

Changes to Government Helplines from April/May 2015

As part of a decision to reduce the cost of accessing public services, from April 15th 2015, the Secretary of State for Work and Pensions has requested the decommissioning of primary benefit 0845 enquiry line numbers. Primary benefit was the first of the enquiry lines to change, with a roll out to the remaining enquiry lines from May 5th.

Please refer to the following information for the new numbers to call:

Primary Benefit new number from 15.4.15 is 0345 608 8545

Job Centre Enquiry Line new number from 5.5.15 is 0345 604 3719

DLA Helpline new number from 5.5.15 is 0345 712 3456

Social Fund Enquiries new number is 0345 603 6967

Carers Allowance new number is 0345 6084321

I really can't agree with your reason for rejecting "citizen" when writing about a phone line in Colombia.

Telephone enquiries


Explanation:
I spell it like that; some people spell it "inquiries".

I think that to make it sound natural we have to get right away from a literal translation. There's no need to put "citizen" or even "public". Who else is a phone enquiries number for? Anybody has has an enquiry to make. The "ciudadano" bit is redundant in English.

And "attention" or even "service" sound unnatural to me. I think that in public agencies of this kind the number you can call if you want some service or information tends to be labelled just "Telephone enquiries". You might even cut out "telephone", since if a phone number follows it's obvious, but I would leave it in since it catches your eye.

Just do a Google search for "telephone enquiries" in inverted commas and you'll see how many public bodies use this phrase.
