The IBD 50 slid 0.6%. Volume fell on the NASDAQ but rose on the NYSE, slapping the S&P 500 with a distribution day. The Dow Jones industrial average, the S&P 500 and the NASDAQ all ended higher, shaking off earlier weakness. The NASDAQ was the best performer, adding nearly 0.4%. The Dow and S&P 500 both gained about 0.1%.

Global oil prices dived on Friday on the prospect of Libyan oil production ramping up after rebels lifted blockades on shipping terminals. West Texas Intermediate plunged $2.10 to close at $100.83 a barrel, its lowest level since May 12. That gold has been performing very strong in the last couple of weeks. Gold’s current price is $1339 and is well on its way to challenge its 2014 highs at $1390 Silver has been performing even stronger as it is very close to challenge this year’s high at $22.00 an ounce.

The $787 billion U.S. economic stimulus package may not be able to live up to lofty expectations, painting President Barack Obama into a policy corner once the money runs out.
With only a little under 7 percent of the stimulus actually paid out so far, it is a bit early to try to measure success. However, the White House is already fielding questions about whether another spending package will be needed.
One of Obama's top advisers said on Sunday that the current stimulus plan is "adequate to the task.
The problem is that while a sum of $787 billion may be vast, it pales in comparison to the more than $12 trillion in household wealth that has been wiped out since the recession began at the end of 2007.
That is why consumers saved a substantial portion of the government money they received. Now that the flow of government money to households is slowing, the concern is there won't be sufficient spending to power a consumption-driven economy.
"You don't want to create false expectations and I'm worried that they did," said Dean Baker, co-director of the liberal Center for Economic Policy Research in Washington.
Baker said it was unreasonable to expect a stimulus package to fill the gaping hole in household wealth or restore economic growth to pre-crisis levels. The best the White House could have hoped for was to cushion the blow from the recession, and by that measure the stimulus does appear to be working.

Source text - English This study includes those ROC scores in the outlying 10% of the 764 trading days; consequently, it uses the 76 worst ROC scores (lower 10%) as well as the 76 best ROC scores (upper 10%) to assess the 9:30-10:30 performance of the spiders.
The -$5.36 ROC score is a meaningful price change; it certainly would qualify as one of the scores in the bottom 10%.
Figure 4 reports the findings of these 76 qualifying days in the two outlying categories. When given either condition, the spiders had a positive performance. The upper 10% (ROC positive) had 39 stops with an opportunity cost of -$0.64, whereas the lower 10% (ROC negative) had 48 stops with an opportunity cost of -$4.00. Considering the $11.00 opening-hour summary gain in 764 days, the $1.65 (ROC positive) advance together with the $4.91 (ROC negative) advance accumulated 60% of the profits.
Over the course of this study, the opening hour produced $11.00 in profits. Figure 4 provides the results of the ROC study. After separating the outlying scores (76 days in both the upper and lower brackets), the spiders captured three-fifths of the profits. Nevertheless, a stop-loss in either category was not a good strategy; however, it was even costlier when the ROC was negative (-$4.00).

Source text - English The equity-only put-call ratios had been fooling around with sell signals last week, but now they have broken down to new lows. That reconfirms buy signals for these indicators. They are overbought by the fact that they are low on their charts, but as long as they continue to decline, they remain on intermediate-term buy signals.
Market breadth has been extremely strong and is overbought. That is actually bullish, for it means that the advance is broad-based. This overbought condition has persisted for quite a while, and generally that indicates that the current rally is just the beginning of a larger intermediate-term move.
Volatility indices ($VIX and $VXO) remain in downtrends. That, too, is bullish for the broad market. $VIX would have to climb above 37 to jeopardize the current downtrend.
In summary, the situation remains bullish. The overbought nature of breadth and the put-call ratios indicates that sharp, but short-lived corrections are possible. But the intermediate-term trend is still upward.

Source text - English For those managers who are charged with defining a policy portfolio, it is important to consider the sources of risk premia in a framework of structural diversification so that the portfolio is well balanced in its response to all possible economic regimes. In our observation, the ubiquitous 60/40 policy portfolio (60% stocks / 40% bonds) is really only suited to one of the four economic regimes that the world is likely to experience over the typical institutional investment horizon, which lasts several decades. While it was uniquely well suited for the disinflationary growth period experienced from 1981 through 2000, it proved relatively ineffective during the inflationary boom period from 2003 – mid 2008. Also, while one must admit that the world’s central banks’ attempts to re-catalyze a ‘boom’ regime has done wonders for select equity markets, we have not yet seen how this cycle ends – with a whimper, or with a bang.
Figure 4 shows the performance of the structurally diversified policy (SDP) portfolio vs. a 60/40 U.S. equity/Treasury portfolio from 2001-present. Note that the Sharpe ratio of the portfolio is about 2x the Sharpe ratio of the balanced portfolio over the period. This is the result of both higher returns in the numerator (8.4% vs. 6.4%) and lower volatility in the denominator (6.8% vs. 10.7%). Further, the drawdown of the balanced portfolio, at 30%, is almost 40% larger than the SDP’s drawdown of 22% during 2008. Lastly, the SDP delivered positive performance over 90% of rolling 12-month periods vs. the 60/40 which was positive over just 80% of periods.
Bear in mind that the structurally diversified portfolio as proposed is not meant to be a perfect solution. Rather, our intent is to offer a framework for investors to think about the challenge of diversification across major economic regimes. Figure 5. illustrates how a strong fundamental understanding of structural diversification for asset class risk premia can lead to a robust, well specified and coherent asset allocation. However, even the most coherent policy portfolio can be dynamically augmented in response to changing risk, return and diversification properties to create more responsive, optimal portfolios through time.

Обратите внимание, что коэффициент Шарпа первого портфеля почти в два раза превышает такой же коэффициент другого, сбалансированного, портфеля за тот же период. Это результат как более высоких доходов в числителе (8.4% против 6.4%), так и более низкой волатильности в знаменателе (6.8% против 10.7%). Кроме того, в течение 2008 г. просадка сбалансированного портфеля, достигшая 30% от его капитала, была почти на 40% больше, чем у СДС портфеля, у которого она составляла 22%. И наконец, СДС портфель показывал позитивную динамику на более 90% 12-месячных периодов против 80% у портфеля, построенного по стратегии "60/40".
Имейте в виду, что предлагаемый структурно диверсифицированный портфель не является идеальным решением.
