The Kenkyusha Readers EJ dictionary (1st edition) gives the following definitions:

ride shotgun: ((西部)) ((駅馬車などを)) 武装して護衛する; 護衛として同乗する; ((俗)) 道連れとして車[トラック]に乗る

Based on these original meanings, the example in the Asahi Shimbun captures the core meaning of riding the passenger seat.

agree Manako Ihaya : I never knew this usage, but you're quite right. I would've said something like, "being a busy man, Koizumi didn't have much time, so he shot out of the Toyota and into Honda to get two rides back to back" or something silly like that. :-p
