I think, in Japan there are no sworn translators. I wonder what could be the best equivalence for this term.

かかる一般宣誓に基づく通訳人の確保が、正確・公正・適正な通訳の実現の観点から、いかなる意味をもっているのか、現地で各関係人から取材するとともに、ごく一部ではあるが、裁判傍聴を通して、調査を行った。

In this Proz.com's workplace we can see many examples of job postings for sworn translator. In many cases sworn statement is made for registration of a company.As you mentioned in Japan if Japanese company want to register, they need not to make a sworn statement.However if foreign company want to register their branch in Japan, they must make a sworn statement at their nation's diplomatic mission in Japan. In this case we need a "sworn translator".It is one sector of professional translator, so we can say it as "Sensei-kyoujutsu-syo(宣誓供述書) no(の) honayakusya(翻訳者)".
