This is the whole sentence.
また、排出量の多い事業者への抑制計画の策定・公表の義務付けが見送られるなど、対策が十分進んでいるとはいえない。
There are a few troublesome points with this sentence.
1)Does 見送られる mean in this context"delay" or "put off"?
2)What is the subject of the sentence? I can't write out the whole passage but I think the subject is the Japanese government. So would 策定・公表の義務付けが見送られる mean-it is doubtful that such measures will make sufficient progress as long as "the government delays assigning any kind of obligation..." or would another interpretation be something like ...it is doubtful that such measures will make sufficient progress if "the obligation to formulate and announce plans to curb heavy emissions by industry is delayed."
Any comments would be helpful. Thanks.

My take on your phrase:
(Also, factors such as) the delay in the establishment of pollution-containment plans and official regulations would indicate that measures against heavy polluters (OR 'heavily-polluting businesses) are insufficient.
As for your questions:
1) As Yoshimine-san indicated, yes - this means 'delay', 'put on hold', etc.
2) I think you might be reading too much into it:
The way I see it, the action/measures (against the polluters) have not been progressing sufficiently because of the delay in 2 things: (i) the delay in the formulation/establishment of plans to curb/contain the pollution, as well as
(ii) the delay in some sort of 'official' mandatory regulation(s) being handed down (from the government).
Hopefully you can get the general concept from my phrasing, and perhaps put it more eloquently in your own words.

I don'y see (any) progress....
Let me try to clear out some pints.
First of all, you are right for見送られる. I think "delay" or "put off" in the context would be fine.
Next, the Japanese government is the subject for排出量の多い事業者への抑制計画の策定・公浮ﾌ義務付けが見送られる as you guess, but the subject for the rest of the sentence, 対策が助ｪ進んでいるとはいえない, is I (the speaker/writer). The speaker/writer don’t see (any) progress in the environmental issues, global warming, regulation of emissions or other protection of the earth. And he or she gives you a supporting fact that his or her pint is right by saying like the government don’t make the policies or regulations efficiently regarding the issues.
As KathyT pointed out some garbled characters in the sentence, I’m not confident to provide you a proper translation at the moment. Forgive me not to do it.

The government was expected to finalize a plan to regulate the heavy polluters making emission reports or record in public. But the finalizing regulations were delayed for some reasons. They’re still working on the plans. The delay was disappointing for the writer/speaker or environment activists because it would be the first and effective step (progress?) for the emission control in Japan. So the writer/speaker criticizes the inoperative action of the environmental issues.
