It refers to nonproductive line time on the main production line. (Times when the line is not producing).
During these down times, line workers will be trained.

The down time is because the auto body subline is only capable of running at 16 JPH. So, the main line will be running at less than full productivity. Taking advantage of the periods of zero production, training sessions will be held.
