Web site developers for exotic languages

I posted a topic related to this and found out that WordPress can use Unicode to create a web site in any language to promote a language service. However, I found out that there are so many things that can go wrong using Unicode that you essentially need a web site developer to create the multilingual site. Does anyone know how I can go about finding a web site developer well versed in Unicode?
