I figured that when the specific sector/division was known the translation could be phrased "Chief Designer of the X Sector/Division"

: The English on the reference site is not idiomatic. Rather than "on", they should have "for" or simply a comma or dash; or else say it without a preposition: "Chief Artillery Mounts Designer."
