ciao, considerando che il "charter" indica di solito lo statuto di un'istituzione, penso intendano il fatto che nello statuto di questa banca si stabilisce che può attuare le politiche statali nel campo della diplomazia estera ecc.

Quindi direi - magari adattandolo un po' meglio al contesto - la **** Bank of China è una delle tre banche istituzionali della Cina che, per statuto, può attuare le politiche pubbliche ecc. ecc.
