Having translated many company accounts over the years, it seems to me likely that these numbers are references to the Notes to the Accounts (e.g. Note 1, Note 2, etc), especially as you say they are low numbers. Notes to the Accounts typically number in the low tens (20, 30, 40 notes) and may not always be whole numbers (e.g. could be 1.2, 3.22, etc). However, without seeing the document it is difficult to be sure.

Do you have the Notes to the Accounts (Anexo ao Balanço e Demonstração do Resultado) as part of your text? It should be fairly easy to check the correspondence between these numbers and the actual Notes.
