incidence rate ratio (IRR) - Incidence rate ratio is the ratio of two incidence rates. The incidence rate is defined as number of events divided by the person-time at risk. To calculate the IRR, the incidence rate among the exposed portion of the population, divided by the incidence rate in the unexposed portion of the population, gives a relative measure (IRR) of the effect of a given exposure and approximates the relative risk or the odds ratio if the occurrences are rare."

Incidence rate has been translated to both "tần suất phát sinh" and "tốc độ mắc bệnh". However, I'm going to explain why "tốc độ" is inappropriate for a translation of a scientific term.
"Tốc độ", or speed/velocity/pace, is a measurement of how far something or something has traveled in space.
Incidence rate is defined as "...the ratio of the number of cases to the total time the population is at risk of disease."
"The incidence rate is a measure of the frequency with which a disease occurs in a population over a specified time period."
The correct word is "tần suất".

I understand "tốc độ" is used quite deliberately in Vietnamese everyday convo and literature but scientifically speaking, it's wrong.
Regarding the translation for "incidence", you can use "mắc bệnh" or "phát sinh" or "bệnh". However, seeing as "incidence rate" is not a term exclusive to the medical field, I'd suggest you use a universal translation which is "phát sinh"

Because you are calculating this ratio using two numbers with the same unit of measurement (number of incident/person time), "tỷ lệ" is better.
