To reduce the guessing ... that might be an interesting game in itself, but is not going necessarily to help much:

-- in which country is this happening?

-- Midstream Small Projects => "Midstream" of what exactly? - literal stream of water? or some other kind of "stream"? What kind of projects?

-- what kind of ST is it? A contract? A report? A policy document?

Also, agree with Germaine that the most likely place to find the decoding for "GPs" is somewhere else in the same document.

Marylin, Logiquement, ce qui correspond à "GPs" devrait apparaître quelque part dans un glossaire ou juste avant la première occurrence dans le texte. Avez-vous fait une recherche sur "GP" ou "GPs" dans le document?
Comme on parle de "provisions", on peut présumer qu'il s'agit d'un document contractuel. Seulement, les "procédures générales" sont d'habitude plutôt administratives. Ce n'est peut-être pas impossible, mais je ne vois pas en quoi elles pourraient générer un "environmental improvement".

Le contexte fourni ne permet vraiment pas de faire un choix éclairé parmi les suggestions et d'autres possibilités.

Good question. More research is required to determine if the "E" provisions are somehow related. The asker didn't give us much context.
