ich werde aus diesen "advance investments" nicht schlau. Es geht um engergieintensive Sektoren und dann auch um die Berechnung des Energieverbrauchs mithilfe eine Input-Output-Tabelle der Inlandsproduktion anhand sog. inverser Koeffizienten.
Ich dachte an Investitionen in Vorprodukte aus anderen Industrieprodukten.

As a result of this intensive and, in addition to that, growing intersectoral division of labour this development implies a potential of 250,000 jobs with ***advance investments*** by the industry and the service sector.

agree with "aus" - but w/o still correct and same meaning; I do not get the problem with the usage of "Vorleistug/advance investment" in the ref. cited either.
