Backstopping According to the dictionary, a backstop can be a screen or fence, or a safety net. In development cooperation the term backstopping is used in connection with the implementation of programs and projects. It refers to advisory services, supervision, support and a guarantee of a certain continuity in the knowledge level with regard to an action or organizational unit. It is important that such backstopping mandates are entrusted to external consultants (organization developers, economists, engineers, etc.) who can manage a program for several years as a neutral authority. External backstoppers bring an outside perspective to a project, as a rule once or twice a year. They provide inputs, compensate for weaknesses and emphasize strengths, without overly interfering in the course of a program. Right from the beginning they pursue defined, very specific conceptional or operational questions such as the establishment of a documentation system, knowledge management or the exchange of experience and thus help to ensure that a project does not diverge from its central theme.

@Aleksandra Vaša referenca dobro objašnjava koja je vrsta podrške "backstopping" i ako pažljivo pročitate upravo jeste podrška "sa distance, u krajnoj instanci".
Neko ko vam sedi nad glavom od jutra do mraka i neko ko se ne meša u svakodnevno odvijanje projekta i pojavi se samo dva puta godišnje nije sasvim ista vrsta podrške/pomoći.

Marija, u kom kontekstu vam se javlja ovaj izraz, da li je u pitanju ugovor o pružanju usluga ili ugovor o finansijskoj podršci?

- What does 'back-stopping' mean?
(A description of the support facilities (back-stopping) that the contractor and his team will have during the execution of the contract)
- Your document pretty much defines it as support facilities and then puts this equivalent colloquialism in parentheses.
In this case, they are using a bit of license (not much) with a word that is already a metaphor. They use it to mean that capability that they have to support or back-up (stand behind) their activities in relation to the execution of their responsibilities.

A back stop is a guarantee between a financial institution and the company for which it issues shares. The agreement assures companies that any shares of stock left unsold during the initial public offering will be bought by the financial institution. For example, say a company decides to sell $40 million US Dollars (USD) during its IPO. If $7 million USD of the stock remains unsold after the IPO process, the financial institution underwriting the sale must purchase the $7 million USD according to the back stop agreement.
