techincal approval certificate?
Peer comment(s):

agree Mary Lalevee : yes, this is correct. "Visa" in French very rarely means "visa" in English.

Visa technique/UTL

Just let it in French!!!!
The visa technique system is operated in France. The importer must apply to the French Government for a visa before he can place an order. The visa takes from two to eight weeks to obtain, and I think we can take it that a visa for sensitive goods would hardly be forthcoming in less than the eight weeks. There is another system whereby the importer places his order abroad and simply applies for a licence to import the goods.

approval by engineers

nothing is being imported here, right? The invoices have to be approved......lu et approuvé= un visa....it has to be approved by the engineers or contractors...rather than the accountants..
