I just want to make sure I'm understanding this correctly. These groups are just accusing the firm's leadership of failure? I feel that in English, I would generall accuse someone of failure to do something or failing at something or failing someone. Any ideas about exactly what is mean here?

If it's a headline, 'failure' on its own would be perfectly OK.

Without more context you can simply say Betriebsrat und Lokalpolitiker accused "management" of failing/having failed. You will have the context to know whether or not you can be more specific ... eg ... "of failing to save the plant from closure"
