Cities and companies often use this term to display what they have to 'offer' in a certain field or what their possibilties are etc. It is not necessarily used for 'future' potential, or to say what they have accomplished.

The word "potential" in my mind is normally used with something connected to the present tense or future rather than the past...
It's not just the facilities, I am sure the city also has good athletes...

It's a sports powerhouse so to speak, a tremendous center for anything having to do with leisure and sports, a stronghold in this sector.

These are assets or maybe resources the city has and demonstrates, things, as Nicole pointed out, it has to offer a lot of.
