If it is the one from 1896 :-)

IMO you could either use the name (with inverted commas and original spelling), or the term (dritter internationaler Kongress für Psychologie in München -- with modern spelling, and without capitalization).

agree MMUlr : Nachdem, was wir vom Asker wissen (nicht so viel ... z.B. zum Zeitraum?), ist dies die beste Antwort. Einen anderen Hinweis auf einen "dritten" Kongress konnte ich nicht finden.
