I thought it could mean:
"...that it fits into an integrated strategy of intervention which gives support, amongst other suitable routes for integration"
But I think I have misunderstood the idea here.

tra l'altro=one thing out of many, one thing that the author thought worthy of special mention. Perhaps 'among other things' might work too; maybe could be read as slightly too informal for this context, though?

As you know, "intervento", in Italian may mean so many things...that at times it's almost meaningless. Here, I would certainly translate it as "operation" – not in the surgical sense of course, but as "action".
"also" will do por "tra l'altro" – another "interlocutory device" in a standard promotion blurb.
