I think "squalifica... sospesa con la condizionale" refers to what they call a "suspended ban", which means that the team will only be punished with this additional 6-month ban if they break the rules again within a specified period. In other words, it's a conditional ban, though in English "suspended" already covers the meaning of "conditional" so you don't need to add "conditional".

This article seems to refer to the same event:
