'de regime' is a killer PT phrase - it means that the warehouses are under the administration/management of the customs-house or under the jurisdiction of the customs officer.
I'd omit it - trusting the conciseness and obvious logical meaning of the English language.

'Warehouses under customs jurisdiction', but I still don't think it's necessary to state the obvious.
