XXX inspectorate of education is what I think I am going with. "Inspectorate of education" is well established, with over 1 million hits on Google, and lots of relevant references. The "alta" is gone, I've read several discussions on this, and that is the consensus. All that is left is area funcional. I've found quite a few bad translations out there for this.

It means department or division, in this case of the national or provincial ministry of education.

In other words, if you chose to translate it, you'd be saying "employment inspectorate department," but an inspectorate is already a body in its own right - you don't need to say "department" as well.
We've had "area funcional" before - the chosen translation was "section", which is fine too.
