I was reading it as going from less than 95% previously, up to 95% in 2011. But holmsie's version seems more likely.

As in the sense of the wind picking up and because it makes sense.

This is what "levantar observaciones" means in this context. "Observaciones" are remarks, in the sense of objections.

This is from a Peruvian:
"Hola. Levantar observaciones significa solucionar los problemas que han sido observados.

And we've had previous questions on this, though in some cases the sense of "levantar" is different. See here:

In other cases, people seem to think it can mean "raise objections", but I'm not sure this is true, and in any case it doesn't mean that here; the sense of "levantar" is remove.
