Spanish term

apuesta

Spanish to English Science Science (general) Global Warming
El investigador estadounidense Wallace Broecker, quien en los años 70 acuñó el término calentamiento global, **apuesta** por soluciones tecnológicas masivas para luchar contra el cambio climático.

I understand what it means but am not sure what the correct term would be in English.

TIA!

Note from asker:
I tend to agree. My first thought was "calls for". I do like advocates. Thanks!

agree eesegura : Advocates is a good choice. I was going to say "backs" but I like "advocates" better.

agree Fiona Kirton : I like "is pushing for" if he's actively involved in something, otherwise "advocates", if his involment is a bit more passive

Individuals can be committed to causes whether they have the power to implement them or not.
Peer comment(s):

agree Richard McDorman : This is just perfect, given the context (I do believe that one can be committed to doing something, despite lacking the ability to carry it out directly).

I am trying to hew close to the meaning of "apuesta" in this context.

Apuesta - bet or wager
( Informal) A view or opinion, especially about something that cannot be known at the present time: My bet is that the rain will hold off. My bet is he didn't do it.
