I have many legal examples of this and am unsure of the best translations into English. Any help would be appreciated. :-)

radio-frequency

In this context, radioeléctrica refers to the fact that the electromagnetic radiation (see Phil's answer) is at frequencies falling within the range defined by the ITU as being 'radio frequencies' (as distinct from electromagnetic radiation at audio frequencies, for example). The risks associated with radio-frequency electromagnetic radiation depend on the frequency. Most frequencies are harmless to humans – some could cook you alive if the source is powerful enough and you got close enough (think ‘microwave oven’).

All three occurrences of radioeléctrica in the ST extract can be translated as ‘radio-frequency’:

Fijación de límites de exposición o emisión radioeléctrica distintos a los previstos en norma sectorial.
-->
Establishment of limits for exposure to, or emission of, radio-frequency electromagnetic* radiation that differ from the industry standards.
* electromagnetic can be omitted here, as the context is already well-defined

instalaciones radioeléctricas pertenecientes a redes de comunicaciones electrónicas
-->
radio-frequency installations forming part of electronic communications networks

instalación de estaciones o infraestructuras radioeléctricas
-->
the installation of stations or radio-frequency infrastructures

Thanks, in the end I used this. :-)

electromagnetic

I'm not convinced that radioelectric is a real word - or if it is, it's not very common. But here's a definition:

radioelectricity (uncountable)

(physics) All the phenomena related to electromagnetic waves
The technology of creating, distributing and receiving electromagnetic waves (especially radio waves)

This is clearly a description of the electromagnetic spectrum:

¿Qué es el espectro radioeléctrico?
El Espectro Radioeléctrico es un recurso natural, de carácter limitado, que constituye un bien de dominio público, sobre el cual el Estado ejerce su soberanía. Es asimismo, un medio intangible que puede utilizarse para la prestación de diversos servicios de comunicaciones, de manera combinada o no con medios tangibles como cables, fibra óptica, entre otros

Note from asker:
Thanks Phil, this is about as far as I had got, but then I found that they also used electromagnetic in the text. I'm not sure if they are different concepts, but to distinguish the two, as they had done, I used radio-frequency, as suggested below. Cheers.
