An idea - it could be referring to the fact that some regional channels aren't watchable in other regions.

This is where the regional divisions of a national TV channel have 30 or 60 minutes for their own stuff. That is to say, everyone in the country sees the same programme, except during "desconexiones territoriales", when they see their regional offering (e.g. regional news bulletin).
