Source text - English "[...]Decentralisation and autonomy of LAs at the country level were the most recurring points in the debates. In all participating regions, some type of decentralisation was found to be taking place but with significant regional and country differences. For example decentralisation was more advanced in Latin America and to a lesser degree in Asia, where it is mainly influenced and sometimes conditioned by donor agendas. In ENP and Africa it is starting to make its way into the national legislation but is still missing the concrete enabling decrees and operational measures for its full application ).
While all participating LAs agree that only a true devolution of administrative, political and fiscal decision-making can help to create a proper enabling environment, they found that decentralisation efforts are mainly aimed at deconcentrating (the burden of) day-to-day services to LAs. The strategic and political decision-making remains confined to a top-down approach by central authorities. This hinders the capacity of LAs to access independent funding, engage with citizens, build trust and respond to the needs of their constituency. Participants also highlighted that the EU support in several countries (Cambodia, Jordan, Philippines, Senegal, Syria, etc.) has been instrumental in reinforcing and sometimes building a “decentralization culture” which can ultimately pave the way for a broader and inclusive national decentralisation policy."

Investors are free to acquire or to hire land, either for the purpose of implementing or pursuing investment transactions, with the exception of the access to the agricultural real estate which is exclusively available to Tunisian investors for the purpose of accomplishing agricultural projects.
The investors are entitled to implement touristic or healthcare projects on agricultural land without being obliged to change their intended usage, provided that they are based, essentially, on natural features, except that foreign investors aren't entitled to implement this kind of projects in another form than that of hiring or of approved farm. The terms and conditions of the implementation of the projects described herein are defined by means of government decree.
Article 6.
Any corporation may hire foreign executives within the limit of up to the third of the total number of executives; beyond this number, the corporation is subject to an approval, according to the provisions of the labour code; and, in any case, the corporation is entitled to hire six foreign executives.
The foreign executive hiring procedures are subject to the provisions of the labour code, except from paragraphs 2,3,4 and 5, of article 258-2. PART III. Investor's guarantees and obligations
Article 7.
Foreign investors are treated in the same fair way as any Tunisian investor, under similar conditions with regards to the rights and obligations provided for in this code.
Article 8.
The protection of the investor's assets/funds as well of their Intellectual Property rights is guaranteed according to the applicable law.
Except in case of the execution of a judicial decision or that of an arbitral award, the investor's assets/funds can not be alienated nor nationalized, except for public purpose and in compliance with the legal procedures and without any discrimination on a citizenship basis and by awarding a fair and equitable compensation."
