وقالت السلطنة، إن ذلك يأتي حرصًا من وزارة التجارة والصناعة وترويج الاستثمار على توفير البيئة الاستثمارية الجاذبة للمستثمرين وتهيئة الظروف الملائمة للاستثمار في ظل تنافس دول العالم لجذب الاستثمارات. وسيعامل المستثمر الخليجي معاملة المستثمر العماني في مزاولة الأنشطة الاقتصادية في السلطنة مع مراعاة الاتفاقية الاقتصادية المعمول بها في دول مجلس التعاون الخليجي لدول الخليج العربية.
وذكرت وكالة الأنباء العمانية الأحد، أنه من بين هذه الأنشطة صناعة الحلوى العمانية وصناعة الخناجر العمانية، والبيع بالتجزئة في المتاجر المتخصصة للخناجر العمانية، والبيع بالتجزئة في المتاجر المتخصصة للأسلحة التقليدية، والبيع بالتجزئة في المتاجر المتخصصة للمنتجات الحرفية، وتفصيل وخياطة وحياكة الملابس الرجالية والنسائية العربية وغير العربية، وتفصيل وخياطة الملابس الرياضية والعسكرية وتفصيل الكمة العمانية.
يهدف القرار إلى حماية المنتج الوطني ومشاريع ريادة الأعمال في ظل الأولوية التي تعطيها الحكومة لتمكين المؤسسات الصغيرة والمتوسطة التي تعزز الاقتصاد العماني، ويمكن للمستثمر العماني الاستثمار في جميع الأنشطة المحظور مزاولة الاستثمار الأجنبي فيها.
ويتيح القرار الفرصة للمشاريع الصغيرة والمتوسطة المملوكة للعمانيين بهذه القطاعات وضمان عدم تأثر المشاريع والأنشطة المتعلقة بالهوية الوطنية والتراث العماني. ومنح قانون استثمار رأس المال الأجنبي عددًا من الحوافز والامتيازات والضمانات التي تسهم في استقرار الاستثمارات الأجنبية في السلطنة. وتراجع معدل التضخم بنسبة 1.46 في المائة خلال شهر نوفمبر (تشرين الثاني) الماضي، مقارنة بالشهر المماثل من العام الماضي.
ووفق ما أظهرت أحدث البيانات الصادرة عن المركز الوطني للإحصاء والمعلومات حول الأرقام القياسية لأسعار المستهلكين، شهد معدل التضخم خلال الشهر الماضي انخفاضا بنسبة 0.09 في المائة مقارنة بشهر أكتوبر (تشرين الأول) الماضي.
وعزا المركز انخفاض مؤشر الأسعار في الشهر الماضي إلى انخفاض أسعار المجموعات الرئيسية كمجموعة السكن والمياه والكهرباء والغاز وأنواع الوقود الأخرى بـ0.42 في المائة ومجموعة النقل بنسبة 5.88 في المائة، ومجموعة المطاعم والفنادق بنسبة 0.25 في المائة والملابس والأحذية بنسبة 0.13 في المائة، ومجموعة الاتصالات بنسبة 0.04 في المائة ومجموعة الأثاث والتجهيزات والمعدات المنزلية والصيانة المنزلية الاعتيادية بنسبة 0.25 في المائة.

Traduction - néerlandais Vandaag wordt het besluit van het ministerie van Handel, Industrie en Investeringsbevordering geïmplementeerd in het Sultanaat van Oman. In dit besluit werd de lijst van activiteiten waarin buitenlandse investering verboden zijn en die beperkt zijn tot Omaanse investeerders gespecificeerd.
Volgens het Sultanaat streeft het ministerie van Handel, Industrie en Investeringsbevordering er hiermee naar om investeerders een aantrekkelijk investeringsklimaat te bieden en gunstige investeringsomstandigheden te creëren met het oog op de wereldwijde concurrentie om investeringen aan te trekken. Investeerders uit de Golf zullen op dezelfde manier worden behandeld als Omaanse investeerders bij het uitoefenen van economische activiteiten in het Sultanaat, in overeenstemming met de economische overeenkomst die van kracht is in de Samenwerkingsraad van de Arabische Golfstaten.
Zondag vermeldde het Oman News Agency dat de volgende activiteiten hieronder vallen: de Omaanse snoep- en dolkindustrie; de detailhandel van Omaanse dolken, traditionele wapens en ambachtelijke producten in gespecialiseerde winkels; het op maat maken, naaien en breien van Arabische- en niet-Arabische heren- en dameskleding; het op maat maken en naaien van sport- en militaire kleding; en het op maat maken van de Omaanse kumah, een traditioneel Omaans hoofddeksel.

Texte source - anglais Although Egypt’s rapprochement with Iraq and the Arab Gulf states after the Iranian Revolution could be seen as a form of balancing against the threat posed by the Islamic Republic, it should be noted that realist explanations of this change in foreign policy are problematic, and that Egypt was responding to Iran’s ideational power projection capabilities rather than to a change in the balance of power in the Middle East’s international system. While Iran’s military and economic power grew exponentially and its power projection capabilities increased substantially during the 1970s, relations with Egypt improved; and while Iran was perceived as a major threat after its revolution, its military power in fact decreased during that time. In other words, threat perception declined while Iran’s military power projection capabilities increased, and threat perception increased while its military capabilities declined. Moreover, there were already indications of Iranian ambitions in Egyptian spheres of influence before 1979, as the Shah repeatedly expressed his desire to create a security perimeter in the Gulf. Yet, Egypt did not consider Iran as a threat before the overthrow of the Shah, and only started to take steps to contain Iran’s ambitions after the Iranian Revolution.
There are several interrelated factors contributing to Egypt’s lack of threat perception of Iran before 1979. Pre-revolution Iran was, like Egypt, aligned to the United States in the fight against the Soviet Union and its regional proxies. Moreover, Iran was a status quo state, and it would have been against the Shah’s interest to disturb the regional order by deterring Egypt. Besides, Iran’s ambitions in the Gulf in no way endangered Egyptian sovereignty or internal stability. Since there were substantial domestic challenges for Egypt in the aftermath of two wars with Israel, Sadat primarily focused on consolidating political power domestically and regaining the Sinai Peninsula for Egypt, considering the Iranian aspirations in the Gulf as secondary concerns, if at all concerning. When the Shah strongly supported the Camp David Accords, in contrast to the alienated Arab world, Egypt had even less reason to fear Iran.
Post-revolution Iran, however, posed an imminent threat not only to Egypt’s interests in the region, but also to its sovereignty and domestic stability. Iran’s ideational power projection was consequently considered a national security threat by most Arab regimes (apart from Syria, which established an a strategic alliance with Iran as a counterbalance to its neighbors and enemies Israel and Iraq). Egypt’s support for Iraq during the Iran-Iraq War and reconciliation with the Arab Gulf states “enabled the regime to recast the Iranian threat in more stark religious and ethnic terms, mitigating the attractiveness of the ideas and shrinking the political space for opposition groups to oppose the regime”, and were thus in response to Iran’s ideational – rather than its military – power projection.
Finally, it should be noted that the thawing of relations with the Arab Gulf states greatly benefited Egypt economically. The country’s trade with the U.A.E. increased from zero after the Camp David Accords to over $30 million in 1986, while trade with Kuwait increased from $10 million in 1982 to about $90 million three years later, and Saudi imports from Egypt climbed from under $50 million in 1979 to over $80 million in 1985 and exports to Egypt rose from around $40 million in 1979 to nearly $250 million in 1984. Meanwhile, Egypt reaped the benefits of its peace deal with Israel, as it replaced Iran as the main oil supplier to the Jewish state, supplying over 43 percent of Israeli oil needs by 1986, and besides received billions of dollars of economic and military aid from the United States. These economic benefits of Egypt’s post-1979 foreign policy certainly compensated for the cessation of trade with Iran and considerably boosted the country’s economy.

ثمة العديد من العوامل المترابطة التي ساهمت في عدم وجود تصور مصر لمخاطر إيران قبل 1979. فمنها أن إيران ما قبل الثورة كانت متحالفة مع الولايات المتحدة في مواجهة الاتحاد السوفييتي ووكلائه الإقليميين, كما كانت مصر. علاوة على ذلك, كانت إيران دولة حافظة على الوضع الراهن فكانت زعزعة التوازن الإقليمي بردع مصر ضد مصلحة الشاه. وبالإضافة إلى ذلك, فإن طموحات إيران في الخليج لم تكن تهدد السيادة أو الاستقرار الداخلي المصرييْن على الإطلاق. نظرا لوجود تحديات داخلية كبيرة لمصر في أعقاب حربين مع إسرائيل, كان السادات يركز أساسيا على تعزيز السلطة السياسية داخليا واستعادة شبه جزيرة سيناء لمصر, معتبرا الطموحات الإيرانية في الخليج مخاوف ثانوية, إذا كانت مخيفة على الإطلاق. عندما أيد الشاه اتفاقيات كامب ديفيد تأييدا قويا, على عكس العالم العربي النافر, بدأت أسباب مصر للخوف من إيران تقل أكثر.
ولكن إيران ما بعد الثورة شكلت تهديدا وشيكا ليس لمصالح مصر في المنطقة فحسب بل وإنما أيضا لسيادتها واستقرارها الداخلي. مع أن إيران تحت حكم الشاه كانت قوة واقعية موالية للغرب في مصلحتها الحفاظ على الوضع الراهن وليس زعزعة الاستقرار الإقليمي, إلا أن نظام الجمهورية الإسلامية كان يستخدم الأيديولوجيا كأداة بلاغية لزعزعة الاستقرار السياسي لأنظمة أخرى. بل ونازع علانية شرعية الدولة المصرية ودعت إلى إسقاطها, وألهمت رسالتها الإسلاموية الثورية الإسلاميين وغيرهم داخل مصر في مرحلة غير مستقرة للغاية في تاريخ مصر, حيث أن شعبية السادات في أدنى مستوياتها على الإطلاق بعد الانفتاح على الغرب واتفاقيات كامب ديفيد. غير أن جهود إيران لم تقتصر على مصر, حيث سعت الجمهورية الإسلامية إلى تصدير ثورتها في كل أنحاء المنطقة. ونتيجة لذلك فإن فرض قوة إيران الفكرية كان معظم الأنظمة العربية تعتبره تهديدا للأمن القومي (باستثناء سوريا التي تحالفت تحالفا استراتيجيا مع إيران من أجل موازنة جاريها وعدويها إسرائيل والعراق). إنّ دعم مصر للعراق خلال الحرب الإيرانية العراقية ومصالحتها مع دول الخليج العربية "مكنا النظام من إعادة صياغة التهديد الإيراني بمصطلحات دينية وعرقية أحدّ, مما قلل من جاذبية الأفكار وقلص الحيز السياسي لمعارضة الجماعات المعارضة النظام", وبالتالي فهما كانا ردا على فرض قوة إيران الفكرية وليس فرض قوتها العسكرية.
أخيرا, من الجدير بالذكر أن تحسن العلاقات مع دول الخليج العربية أفاد مصر كثيرا اقتصاديا. فارتفعت قيمة تجارة البلاد مع الإمارات العربية المتحدة من صفر بعد اتفاقيات كامب ديفيد إلى 30 مليون دولار في عام 1986, وازدادت قيمة التجارة مع الكويت من 10 ملايين دولار في عام 1982 إلى حوالي 90 مليون دولار بعد ثلاث سنوات, وارتفعت قيمة الواردات السعودية من مصر من أقل من 50 مليون دولار في عام 1979 إلى أكثر من 80 مليون دولار في عام 1985. أما الصادرات إلى مصر فارتفعت قيمتها من 40 مليون دولار في عام 1979 إلى 250 مليون دولار تقريبا في عام 1984. وفي نفس الوقت, جنت مصر فوائد اتفاقها للسلام مع إسرائيل, إذ أنها حلت محل إيران كالمورّد الرئيسي للنفط إلى الدولة اليهودية, حيث كانت تورد أكثر من 43 بالمائة من احتياجات النفط الإسرائيلية بحلول عام 1986, علاوة على تلقيها مليارات الدولارات من المساعدات الاقتصادية والعسكرية من الولايات المتحدة. إن هذه الفوائد الاقتصادية لسياسة مصر الخارجية بعد عام 1979 عوّضت بلا شك عن وقف التجارة مع إيران وعززت اقتصاد البلاد بشكل ملحوظ.
