i have one query that i had made one html page but in that the image consist of jpeg file, so when i open in word document it consit of jpeg image file so i need a solution that the entire matter in the htlm file should be convert in document file.

I assume you have received a request from a client to translate a web page, and on that web page is an image with text on it. You can't edit the text on an image without specialist tools and a certain amount of skill, so editing the text should be up to the client himself.
What you should deliver is the translation in a way that the client can copy/paste the translation into the image without making a mess of things. The best way IMO to do this, is to create a table in MS Word with two columns, in which the left column contains the source text (that you had typed in manually) and the right column contains the translation.
If you have lots and lots of JPGs with text, hire a typist to type the source text for you.
