「承認している旨」or 「という旨の陳述」? Is 「旨」linked to acknowledging or to stating. In other words, did Mr. B "acknowledge to the effect that..." or did Mr. A "state to the effect that Mr. B acknowledged". I know the latter sounds better, but if that is the case, why doesn't it say 「という旨の」、and just say 「承認している旨」. If it is linked to acknowledging, I think it serves no purpose (because you either acknowledge or not, and acknowledging to the effect of something is strange) and thus can be omitted.
