This is a newspaper article about Formula 1 racing (Malaysian Grand Prix) and the decision not to change the engine on Raikkonen's car (thereby avoiding a penalty).

I am not sure what is meant by the following terms:

(following the decision not to change the engine)... Perche la decisione e' stata presa soltanto venerdi pomeriggio?
"Tempi tecnici", spiega Gilles Simon, l'ingegnere che progetta i propulsori, sbarcato ieri in Malesia a gestire l'emergenza.
O forse anche "tempi cronometrici": i rivalli ieri sono apparsi indietro, pero non cosi lontani da consentire a Raikkonen una facile rimonta in caso di penalizzazione.

I though maybe 'technical reasons'... but maybe it is simply 'technical times' and 'chronometric times' (though the latter is doubtful...?

Hi Amy, as you can see, low confidence here, my is mainly just a suggestion to elaborate from:
I think that 'technical time' could work for the first, not times but. The expression 'tempi tecnici' is now a bit overused in Italian, but I think that here it mainly means the time they'd need to fix the car, the time needed for all the 'engineering/technical' operations.
WHereas for the second, I agree with you, chronometric time (in the singular form again) doesn't really suit the sentence, but he's merely talking about the 'racing time', the time the drivers will take to run the race...
I hope my explanation was clear enough, and gave you some ideas to think about.
