I've been looking for this for at least 15 minutes. The only thing I have found so far are really bad translations on the internet. So far all I have is the one I made up, which at least sounds like something English: Department for Senior Inspection of Education

RESUMEN
La Alta Inspección, prevista en Ley Orgánica de Educación, puede ser considerada como un procedimiento lícito de control y, en consecuencia, se hace necesario su acceso a centros y servicios, porque es evidente que los actos de comprobación precisos para su específica misión no pueden ser actuaciones de la función ejecutiva autonómica. El artículo contiene la naturaleza, funciones y una breve historia de la Alta Inspección.
En otro artículo, que también publicó esta revista[i], describía lo que es la Alta Inspección de Educación, las funciones que el legislador le ha asignado y la estructura que tiene en nuestro estado de las Autonomías. Hoy pretendo complementar aquel trabajo y decir algo sobre la pequeña historia de esta institución, lo que hace cotidianamente y lo que, a mi juicio, quizás pudiera hacer.

RESUMEN

No. It would be "oversight committee" (which also appears to be used in the UK; see en.wikipedia.org/wiki/United_Kingdom_budget )

I just added Services to eliminate the ambiguity so that it doesnt read "Higher Inspection-of-Education", but "Higher-Inspection of Education", which I assume is the intended meaning...
