This phase appears below in the second to last line. The document is from 1920. I'm wondering if it means something like "because they aren't limited in number," or if contados here could have a different meaning. Many thanks in advance

I'm unsure of the 'Colony' in point - or whether a tenant farm is mentioned - but a census tally or count occured to me as a likely scenario for annihilation of some mebers of the labo/u/r force.
Example sentence:

Incluso un censo completo tiene límites. En países con áreas muy remotas, puede ser imposible para los censistas contar a todos. Y es que muchas veces los encuestadores tiene miedo de entrar a algunos barrios o colonias que están muy alejadas.

It looks like what they are trying to say is that the Black workers are working in difficult and strenuous conditions.

They are not being considered or taken into account as HUMANS. They don't see these workers as humans so they work them to death and to the point of exhaustion.

I could be wrong but that is what I am reading myself.

The meaning is, as Adrian explains, that no one counts the number of black people because they are slaves that die without record and they are replaced by other that arrive but they don't appear in the census.
