I have found a lot of meanings for SiF, but nothing that seems to have to do with neuropsychomotor development. Am not sure whether the acronym is Portuguese or English. Only appears once in the text.

Any help would be greatly appreciated.

That could very well be it. Most of the report is about the results of tests related to memory, attention, intelligence, etc. (GIT, WISC, RAVLT, D2, FDT, EPQ-J) The final diagnosis is that the person has cognitive impairment and is most likely somewhere on the spectrum for autism.
