partnered services
Partnered services is a 'partnering' where a single service or content is leveraged through multiple product delivery media. In your case, the service or content would be delivered over both digital radio broadcasts and mobile telephone communications, and the company is going to test this delivery mechanism.

Coordinated Service
I'd put it as "coordinated service"
A coordinated service of digital radio broadcasting and mobile communication....
Looks like it's talking about a managed content delivery service using both digital raido boradcasting and moblie communication.

I suspect (check the context) that the 連携 here refers to signals being carried on the same media rather than service providers cooperating with each other.
And the デジタルラジオ here probably refers, not to FM radio etc, but to industrial communications like those between a train driver and the control station.

For a fuller construction, it can be put out as:
¥". . . of a service that features digital radio broadcasting and mobile communications¥"
For fleet communications using TETRA pioneered by Europe?
