The State as Guardian of the social memory
that's the literal translation. Could you maybe give some more context?

the state as guardian of our social past
I find memories, reminders or souvenirs just doesn't sound right. This may be too far from what you want, but does, I think, express the idea.

The State as guardian of the public's historical memory
This is a difficult one. Staat could be State or government, sociale could be social, societal, or public, and herinneringen geschiedenis could be history, past, or memory. It has so many possibilities that without context, one could go on forever rewriting the translation.
