I believe this means something like
"reflect customer needs based on the opinions of overseas offices" but I was not confident which verb is more accurate.

Considering the complete sentence however, I believe it would ultimately be translated as "Harnessing customer insights from oversea offices/Harnessing customer needs from oversea offices".

"Accommodate" would be a natural way to express the nuance of 吸い上げる.

I would probably translate 海外オフィスから顧客ニーズを吸い上げる as:

"Gather information on customer needs from overseas offices"

I'd need to see the whole context to be sure though. One of the definitions of 吸い上げる (see Weblio link below) is:

上層部が一般の人々の意見を取り上げて、役立てようとする。「消費者の声を吸い上げる」

(Upper management takes into account the opinions of the general public and tries to put them to good use. [They gather the voice of consumers]).

This feels similar, especially if the context is about company execs gathering info on customer needs from their overseas branches.
