I think they're talking about the increase in sales (growth rate) of certain products and the increase is measured as a percentage (in terms of what the present value is).

In this report, they talk about the “growth rate OF the current value” and not the “growth rate AT the current price.”
If you read it as 現行価格での成長率 then you can't find what has been grown by 21%. Such report is out of use.

What has been grown here is the current value, and that is excess of current assets over current liability. Like the net value(worth) is excess of total assets over total liability.
If you read it like this, then we can see what this report is comparing.

Current talking about the time of the % growth.
Current = now = 現在 = 100%, so I think the meaning is "現行価格での成長率"
