I agree. "Rice cracker" is preferable because it gives English readers an idea of what "sembei" are.
"Sembei" does not give English readers any clue.
On the other hand, if your audience are somewhat knowledgable of Japanese food culture, then "sembei (rice crackers)" could be used. And if the audience are somewhat knowledgeable of Japanese culture food matters generally, then "sembei (toasted rice crackers)" might be an option.
