three dimensional spatter device
This is not so much a translation as a description of what I think this is.
There are traditional two dimensional spatter devices which are used to put spatter on walls, for instance. (That's the textured pattern you see). Then there are probably three dimensional devices designed to spatter onto 立体 parts. One example I can think of is the business class seats on the new Boeing 777s. They have a metal part with a spatter pattern (like you see on walls ) and they are definitely three dimensional. It's sprayed on somehow.
This is just a guess, but it sounds like that's what this is referrng to.
