Japanses Patent Laid-Open Publication No. Hxx-xxx
"特開平" is followed by a number which is given to a Japanese patent laid-open publication which has been once published, that is 公開特許公報. "平" means "平成", Japanese Imperial era name.
You can use the expression of "JP-A-H(input numbers)", too.
