Thanks. That's exactly how I see it. I can't understand why the term "level" is used. "Label" definitely seems more appropriate.

From what I perceive, these levels are not levels at all. They rather look like labels to distinguish different conditions, e.g., Factor 1 = PC maker, Level 1 = Company A, Level 2 = Company B. I am puzzled, too, with this queer usage.

Yes, actually that makes it a lot more clear what's going on. I'm still a bit puzzled about what exactly a 水準 (level) refers to, though. I have finished most of the document now well before it is due, so I can probably do a bit of research before then. Most of the document was straight forward until I got into this stuff.
