chris_k Nov 9, 2011: Are you sure it's 「説水」？ and not 「脱水」which means dehydration and goes hand in hand with 「頻脈」tachycardia also, to conserve water, would be 「節水する」not 「説水する」 It would make all sence if 「頻脈を伴う脱水」 and 「節電・節水を実行しています」
