: inner/outer makes sense even not on a curve if we're talking about a set of coming and going tracks and from the reference point of which track(s) is(are) closer to the edge of the bridge.

domestic and foreign rail/interior and exterior rail
The term suggests domestic and foreign transport.You can also translate it as "interior and exterior rail".(The word line is also correct for 線).I think the use of the word domestic for 内 and the use of the word foreign for 外 will also be correct keeping the context in mind.
