If you go with Wikipedia, シュイティン would be the proper katakana.

However, that is probably more for Chinese learners, and シュイ seems a bit silly otherwise, so シュティン may be better. This is what you'll find used by the katakana converter at:

If this is not simply the family name, but the full name, you may want to use シュ・ティン so that it is can't be misunderstood as Stein, Sten, etc.

: I don't understand Chrisso's link. That would be キョクテイ in katakana, despite the Chinese pronunciation matching the question. I posted my answer because I think normally チン would be qin or qing.
