I am translating a commercial into English and I have come across this pseudo-Anglicism. I know that ドタキャン means "to blow someone off", but the whole phrase just does not make any sense to me. Can anybody help me?

"Dotakyan" is a Japanese slang where two Japanese are united, originally the words “last minute” and “cancel”. Originally, this term was a jargon used among the entertainment industry and the travel industry, but it has come to be used commonly (especially among young people) since around 1990.

It would depends on the complete context, however, I have come across a few times that Japanese tends to use the word プレミアム (Premium) as an extra fee on top of the original fee. I therefore would presume the term to means (having to paid) an extra cost for sudden/late cancellation.
