This appears to refer to a regional facility where the
central switching and relaying of signals takes place.
If the vendor in your question happens to be NTT, or
some other telephony vendor (KDDI, etc.), you could
probably just refer to this as "(that vendor's) local office/bureau".
If that's not the case, I would use the word "station".

There was a question a few months back for 局社,
which is a broader term I believe that encompasses
収容局. I gave a detailed answer and included "station"
in my answer to that question, but alas, I got into a spat
with two other people on the forum, and decided to delete
my answer because things became too toxic. Yuzouren
also provided the answer "station", and that's what the
asker ended up going with.

These below references are for ADSL and ISDN,
but I think the "office/ station" terminology is applied to any
broadband system.
