Bさん：XXの行政処分と監督指針は別の話である。監督指針でダブルハット、トリプルハットは取り締まる。法令違反はだめだ。独立したエンティティーはしっかりとた管理体制ができなくてはだめだ。
Double hat, triple hat???
Doesn't make any sense to me... Does anybody know what they mean by this? And should it actually be double hat/triple hat, or is there some better way to say this?
